Reminds me of some old Benny Hill routines:

"What's that in the road, ahead?"

"What is this thing called, love?"

And sadly, "competent" left the building with Truman and Eisenhower (he was a better president than people give him credit for). JFK had some excellent social ideas, but was totally unable to get them passed.
